The Fillmore County Board of
Supervisors convened in open and public session at 9:00 a.m., November 8, 2005,
in the Courthouse Boardroom in
Notice of the meeting was given by
publication and by broadcasting on radio station KAWL. A copy of the affidavit of publication is on
file in the
MINUTES APPROVED WITH
CORRECTION
Cerny moved and Yates seconded the
motion to approve the minutes of the October 25, 2005 meeting, with the
following correction: the 1997 Dodge Spirit listed as surplus should be a 1995
Dodge Spirit. Upon roll call, the vote
was as follows:
Ayes:
Galusha, Capek, Yates, Simacek, Kimbrough, Cerny, and Mueller
Nays: None

AIR CONDITIONING
CONCERNS
Jason Naber with Central Nebraska
Refrigeration, Inc. and Terry Volkmer, Custodian informed the Board that an
Eddy Test had been performed on the chiller and the results of that test. Jerry Berggren, Architect and Ron Geary,
Project Manager will be informed of the Eddy Test results.
DRIVEWAY PERMITS
Simacek moved and Mueller seconded
the motion to approve the following driveway permits:
Betty Buzek
and HP Farms – to install a new driveway on the half mile line on the west side
of the W ½ of Section 1-6-1,
Bill Cudaback – to install a new 30’
driveway on the south side of the SW ¼, Section 13-8-2,
Galen Kennel – to install a new 20’
– 25’ driveway on the north side of the NW ¼, Section 21-5-3,
Ralph Jansen – to install a new 30’
driveway on the south side of the SE ¼, Section 17-8-1,
Tom Bumgarner
– to widen existing driveway to 40’ and to move a drive to center of pivot on
the south side of the SE ¼, Section 13-6-2, Chelsea Township.

DITCH CLEANING PERMIT
Yates moved and Galusha seconded the
motion to approve the following application for a permit to clean silt from a
road ditch:

Jr. – to clean silt from a ditch adjoining the east side of the NE ¼, Section
1-7-5, this adjoins

follows:

LUBRICATING OIL
After discussion, Mueller moved and
Cerny seconded the motion to award the lubricating oil letting to Grafton Oil,
with the condition that their bid included providing the bulk storage
containers, pumps, and any etc. items.

Bids for the 4-door minivan were
opened at 10:30 a.m. The following bids

After discussion, the Board members
decided they needed to go and look at a few of these minivans during lunch.
EDWARD JONES
INVESTMENTS
After discussion, Mueller moved and
Galusha seconded the motion to have Tyler Williams and Tom Sorenson with Edward
Jones Investments handle the possible bond for the road project on the west ½
of Road G, between Road 12 and Highway 81.
Upon roll call, the vote was as follows:

Kimbrough, Mueller, Galusha, Capek, Yates, and Simacek
Nays: None Abstaining due to conflict of
interest: Cerny

COLONIAL SUPPLEMENTAL
INSURANCE
Kurt Genrich, with Colonial
Supplemental Insurance informed the Board of the products Colonial offers as
well as they are a benefits communication company, an enrollment company, and a
supplemental insurance company.
4-DOOR MINIVAN
After discussion, Mueller moved and
Galusha seconded the motion to buy the 2005 Dodge Grand Caravan from Erdkamp
Motors with 10, 800 miles for $15,600.00.

NIRMA INTERLOCAL
AGREEMENT
Simacek moved and Yates seconded the
introduction of the following resolution:
RESOLUTION 2005-40
WHEREAS,
WHEREAS,
Counties and other Public Agencies as defined in §44-4303 are allowed to
participate in said cooperative undertakings; and
WHEREAS,
NIRMA and NIRMA II provide risk management services such as loss prevention,
safety audits, claims and litigation management, and coverage’s tailored to
address liability exposures a county faces not economically available from
other sources; and
WHEREAS,
these coverage’s and risk management services are essential for the continued
effective and efficient use of county taxpayer dollars; and
WHEREAS,
the current Intergovernmental/Interlocal Agreements will expire on July 31,
2006, and
NOW,
THEREFORE, BE IT RESOLVED, that Fillmore County Board hereby:
